Subject Matter Competence

The requirement that determines whether an intern program will admit a candidate. It must be satisfied before entering an intern program, because the intern credential itself requires it.

Since AB 130 (2021), subject matter competence can be demonstrated five ways (Ed Code 44259(b)(5) and 44282). The exam is now the fallback, not the default.

The five routes

  1. Pass the CSET for the credential area. Full detail on the CSET page.
  2. Complete a CTC-approved subject matter preparation program (e.g., an approved Liberal Studies / Elementary Subject Matter program).
  3. Hold a qualifying degree major.
    • Multiple Subject: Liberal Studies, or an interdisciplinary/general-studies major covering the Ed Code 44282(b) content areas: language studies, literature, mathematics, science, social studies, history, the arts, physical education, human development.
    • Single Subject: a degree major matching the credential subject. Applied and modified variants are generally accepted (Applied Mathematics for Math; Kinesiology for PE; Biology: Environmental Biology for Science; Statistics for Math; TESOL/TEFL for World Language: ELD).
    • Education Specialist: any major qualifying for Multiple Subject or a Single Subject area.
  4. Coursework evaluation. Transcripts reviewed against the CTC's published Subject Matter Domains by a CTC-approved preparation program. The program does the evaluation and signs off. Typical turnaround is 4-8 weeks and results are not guaranteed.
  5. Mix and match. Coursework covering some CSET subtests plus exams for the rest. Only available to candidates enrolled in (or applying to) a CTC-approved prep program; an individual cannot self-certify this route.

Avoiding the exam

Four routes need no CSET
  • Qualifying degree major: transcript only, no evaluation wait.
  • Approved subject matter preparation program completed.
  • Coursework evaluation signed off by a CTC-approved program (4-8 weeks, not guaranteed).
  • Coursework + partial exams: covered subtests waived, remaining subtests taken individually at $99 each (program-verified only).

Timing

Subject matter competence gates intern eligibility and cannot be deferred. Programs commonly recommend registering for the CSET as a backup even while a coursework evaluation is pending. If it cannot be met in time, a district may request a Provisional Internship Permit to bridge one year; that permit is district-initiated and unavailable to anyone who has already passed the CSET.
