California Teaching Credential: The Full Pathway

Earning a Preliminary and then a Clear credential while employed as a teacher of record, with a Bay Area focus.

Read this first. Most credentialing guides online are stale. Three of the four traditional testing gates have been dismantled or replaced since 2021. The cards below are the current status of each; click any card for the full detail.
Net effect for a typical candidate with a bachelor's degree: the only mandatory tests are (a) subject matter competence, which may be waived entirely by transcript, and (b) the two CalTPA cycles. That is a dramatically lighter load than the CBEST + CSET + RICA + TPA stack of five years ago.

Also in motion: the Commission approved an initiative in August 2025 to replace CBEST, CSET, CTEL, and CPACE with an integrated licensure exam system. Timelines are unannounced. Do not plan around it, but watch it.

The two-tier architecture

Critical mechanic

The Preliminary cannot be renewed. If Clear requirements are not met before it expires, the holder cannot teach in California public schools on that document until the requirements are met and the document is reissued. A two-year extension by appeal exists for currently employed teachers on SB 2042 preliminaries: it requires employer support and a Request for 2-Year Extension filed with the CTC.

"Clear one, clear all"

Completing a single induction program clears every preliminary credential held simultaneously. A teacher holding both a Preliminary Multiple Subject and a Preliminary Education Specialist needs only one induction.
